In our shelter's parlance, "Foster Failure" means a foster family decides to adopt the fostered animal rather than return it to the care of the shelter proper. I think you though it might mean a foster family decides to stop caring for the animal and return it to the care of the shelter. Ours is a rather tongue-in-cheek meaning of the term, not the more morbid and sad meaning.

So far Harlow seems to be quite grateful he's no longer in either the stressful environs of the shelter cattery (where he did alright, but not well) or at PetSmart (which is really stressful for him). He's still the same lump of a ginger cat who's full of purrs and is still a love sponge despite our constant spoiling. He's A Great Cat, one we're seriously considering adopting officially. All the social media publicity plus his picture on all sorts of adoption websites haven't even brought in one nibble of interest for him so far, and that's without the caveat that he's now considered special needs. I think we're "stuck" with him. ;) And we'd be happy to have him! :)
